The HTML fetch time reported by Google Search Console is not the same as page load time. Loading a page involves several factors such as fetch time for resources, rendering by the browser, executing JS and so on. we optimizes the entire page load and not just the HTML fetch time. Hence there may not be a reduction in Google crawler fetch time in your Google Search Console crawl stats. It is also worth noting that crawler fetch times are NOT used directly in search ranking.
